آتوسا از تأثیرگذارترین زنان در شاهنشاهی هخامنشی بوده است. گفته شده است که هیچ زنی بهعنوان پادشاه یا بهعنوان نایبالسلطنه بر شاهنشاهی هخامنشی حکومت نکرد، اما برخی از شهبانوان، بهویژه آتوسا و پروشات بر امور نفوذ داشتهاند.
شاهنشاهی هخامنشی (۵۵۰ – ۳۳۰ پیش از میلاد) یک پادشاهی باستانی ایرانی استوار در باختر آسیا بود که بهوسیلهٔ «کوروش بزرگ» در سال ۵۵۰ پیش از میلاد بنیانگذاری شد و در زمان خشایارشای یکم به بیشترین اندازهٔ خود رسید. شاهنشاهی هخامنشی در بزرگترین گسترهٔ سرزمینی خود از بالکان و اروپای شرقی در باختر و تا درهٔ سند در خاور امتداد داشت. این شاهنشاهی را بزرگترین امپراتوری جهان تا آن روز دانستهاند. این امپراتوری نهایتاً با حملهٔ «اسکندر مقدونی» به ایران از بین رفت.
